Narragansett officials condemned this house on Central Street after it received two orange stickers and its occupants yelled profanities at town officials as they entered Town Hall.

10/18/07 - In addition to a second orange-sticker policy violation, two University of Rhode Island students now face possible house eviction.

Police responded to a phone call complaining of loud voices at 5:30 a.m., which sent them to 130 Central St., where URI students Brendan Smith and Nicholas DelGrosso live. The house, which sits across from Narragansett Town Hall, had previously been cited for a first orange-sticker policy violation.

Smith and DelGrosso were not available for comment.

The first orange sticker, posted by Narragansett police officers on Sept. 10, was torn off and on the lawn. The responding officer issued a second orange sticker, with a fine of $300. The Narragansett orange sticker policy does not fine violators until a second offense. In addition, the officer issued a $100 fine for removing the first orange sticker.

The trouble culminated when Narragansett Town Manager Jeffry Ceasarine arrived at Town Hall, about two hours later. Hearing profanities aimed at town officials, he called police. Ceasarine did not return a phone call seeking comment.

Patrolman Robert Storme entered the house with Narragansett Building Inspector Anthony Santilli. Police said vomit, broken glass and a substance that appeared to be beer covered the floor. Santilli later condemned the house, declaring it "unfit for habitation."

"The tenants were cited for a second offense [of the orange sticker policy]," Storme said. "We had to check that the well being of the residents wasn't in jeopardy."

The owner of the house, Delia Donaldson, also faces a $300 fine. Donaldson was not available for comment.

Though condemned Friday, the house in question had lights on and a television set running on Monday night, visible from the street.

Smith is a former URI hockey player, and DelGrosso is a former URI football player. Both students left their respective teams for unrelated reasons.
